<P>PROBLEM TO BE SOLVED: To obtain a finely particulate alumina-dispersed hydrophilic polyurethane resin composition in which a large amount of a finely particulate filler is well dispersed to hold transparency, and which has excellent adhesiveness to various raw materials and can form coating films having good water absorbability, fog resistance, transparency, flexibility, water-based ink writability, water resistance, blocking resistance and lubricity, and to provide a method for producing the same. <P>SOLUTION: The finely particulate alumina-dispersed hydrophilic polyurethane resin composition comprising a hydrophilic polyurethane resin obtained by reacting an organic polyisocyanate with a high mol. wt. hydrophilic polyol and/or a polyamine, a compound having at least one active hydrogen-containing group and at least one tertiary amino group in the identical molecule and a compound having at least one reactive group and at least one hydrolysable silyl group in the identical molecule, and finely particulate alumina, is characterized in that the finely particulate alumina is stably dispersed in a solution of the hydrophilic polyurethane resin.
