<P>PROBLEM TO BE SOLVED: To provide; a surface light emitting material which uses the small number of LED lamps and can be visually recognized as light emitting dots; and a LED lamp decorative illumination sign device using the surface light emitting material, which shows a character or the like by a set of light emitting dots when viewed at a distance of several meters or longer. <P>SOLUTION: A light emitting block 1 or 2 being a unit light emitting dot is provided with a reflection unit wherein an optical part is constituted of one or several forward light emission-type LED lamps 8 and one concave reflector 9. The light emission side of the LED lamps faces a recessed bottom of the concave reflector in the reflection unit, and the reflection unit is visually recognized by a viewer viewing at a long distance, as a surface light emitting material having a front shape of the reflection unit approximately due to reflected light. Thus a set of light emitting blocks is viewed as a number, a character, graphics, or the like by the viewer viewing at a long distance.
