PROBLEM TO BE SOLVED: To provide an information distribution system which can distribute effectively identical information to one or more mobile terminals, and to provide a radio base station which is used by this system and an information distribution method. SOLUTION: The information distribution system distributes the information to the mobile terminals through the radio base station. The radio base station of this system includes a receiving means which receives a radio signal including distribution information from a communication satellite or from a terrestrial wave sending station which transmits a ground wave, a conversion means which converts the signal format of the received radio signal, a management means which manages the distribution request received from the mobile terminal, and a transmitting means which transmits the signal of the converted signal format to the mobile terminal according to the direction from the management means.
