PROBLEM TO BE SOLVED: To provide a floating wave-dissipating structure not only exhibiting excellent wave-dissipating action but also having also a function of a pier. SOLUTION: The floating wave-dissipating structure 10 has an outer frame body 11 provided with a deck part 12 which is a rigid body, a wave dissipating plate 13 arranged on the wave receiving side, and a back face plate 14 arranged opposedly to the wave dissipating plate 13; a foam 18 filled in a space of the outer frame body 11 partitioned by the deck part 12, the wave dissipating plate 13 and the back face plate 14. Such a floating wave-dissipating structure 10 is used moored to a pile fixed to the water bottom. It is preferable (a) to use a pile guide 20 capable of fitting the pile in mooring to the pile, (b) to set width B between the wave dissipating plate and back face plate to designed wavelength L in a water area in which the floating wave-dissipating structure 10 is installed, (c) to adjust the size of level difference 19 provided on the bottom part side, or (d) to adjust a ratio between the height R of a floating portion and the depth d of a draft portion.
