PROBLEM TO BE SOLVED: To provide a means for contributing the maintenance of global environment by effectively utilizing a low quality fuel. SOLUTION: This complex system of a low-temperature plasma device and a gas engine comprises a low-temperature plasma device 105 reforming a part of methane contained in a fuel gas into hydrogen by a low-temperature plasma chemical reaction to generate a mixed gas containing methane and hydrogen and a gas engine 103 using the mixed gas as a fuel. The low-temperature plasma device 105 may further comprise a reforming catalyst 109. Also, the exhaust gases of the gas engine 103 may be used for heating the low-temperature plasma device 105.
