PROBLEM TO BE SOLVED: To provide an emergency report system and the like capable of reporting occurrence of an emergency to a predetermined report destination by a simple operation, reducing an erroneous report due to an operation mistake, and preventing a return call from the police when a report is given to the police. SOLUTION: This emergency report system is provided with a remote control terminal 1 having a selection switch 10 by which a user can select a report destination for reporting a message among a plurality of report destinations, a plurality of report instruction switches 11 and 12, and a report signal output means 18 outputting a report signal for reporting a message to the report destination selected by the selection switch 10 by cable/radio only when all the report instruction switches 11 and 12 are operated. The emergency report system is also provided with a cable communication means 23 reporting the message to the report destination by cable based on the report signal outputted from the report signal output means 18 and a radio communication means 24 reporting the message by radio. Reporting of the message to the police at least is carried out while a communication line number of a report source is unclear, or while request contents instructing that a return call to the report source is not required is included in the message.
