PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of printing an image of high quality by precisely grinding and refreshing the surface of an image carrier. SOLUTION: The image forming apparatus has a voltage-applied member 16 which is provided in contact with or not in contact with the image carrier 11 and a voltage applying means of applying an AC voltage to the voltage-applied member 16 and is characterized in that the surface of the image carrier 11 is ground by controlling molecular chain cutting on the surface of the image carrier 11 by using discharge caused between the voltage-applied member 16 and image carrier 11.
