<P>PROBLEM TO BE SOLVED: To provide a dynamic image encoding device for highly efficiently encoding a dynamic image by reducing times to perform an in-frame prediction encoding processing without substantially deteriorating encoding efficiency. <P>SOLUTION: An inter-frame prediction feature values output apparatus 6 outputs an inter-frame prediction feature values Cost (Inter) to be an index to express prediction efficiency in inter-frame prediction. An in-frame prediction feature values output apparatus 5 outputs an in-frame prediction featured values Cost (Intra), based on an input image signal which is inputted from an input image storage memory 2. A prediction mode determiner 9 compares the inter-frame prediction feature values and the in-frame prediction feature values, so as to determine whether a block performs the encoding processing in the prediction encoding mode of inter-frame prediction or in-frame prediction.
