PROBLEM TO BE SOLVED: To provide an information transmitting and receiving system for transmitting/receiving information between two communication terminals which share the same telephone number. SOLUTION: The information transmitting and receiving system 1a comprises: a request receiving part 501 for receiving operation request information which is transmitted from a mobile phone set 40 so as to request an on-vehicle terminal 41 to perform a prescribed operation; an indication information generating part 502 for generating operation indication information to allow the on-vehicle terminal 41 to perform the prescribed operation, based on the received operation request information; an operation indication transmitting part 503 for transmitting the generated operation indication information to the on-vehicle terminal 41 by a second bearer which is different from a first bearer used for communication by the mobile phone set 40; an operation result receiving part 504 for receiving operation result information which is transmitted from the on-vehicle terminal 41 in response to the transmission of the operation indication information; and a result transmitting part 505 for transmitting the received operation result information to the mobile phone set 40 by the first bearer.
