<P>PROBLEM TO BE SOLVED: To provide a passing vehicle recording system and a passing vehicle recording method capable of acquiring a passing record capable of certifying that a specified vehicle passsed (or did not pass) through a specified place with further high evidential power and, preferably, reducing the capacity of a recording device necessary for storing the passing record. <P>SOLUTION: This passing vehicle recording system comprises an imaging device 11 acquiring an image of an imaging area 11a and successively outputting an image frame 21 of the image, an image processor 12 performing license plate recognition and vehicle detection, and an image server 16. The image processor 12 generates, when at least either the license plate recognition or the vehicle detection can be performed, image data 24 of the image frame 21.
