<P>PROBLEM TO BE SOLVED: To provide access control having high reliability capable of grasping an operating environment of an access requester. <P>SOLUTION: A management computer 1 has an access condition data base 12 where access conditions defining the operating environment accessible to a computer A1 are stored in advance and an access condition inspection part 11 for providing a computer B1 with item information on the access condition in response to requests, inspecting whether or not state information supplied by the computer B1 satisfies the access conditions, and permitting accesses from the computer B1 to the computer A1 only when it satisfies the conditions.
