PROBLEM TO BE SOLVED: To obtain a photoelectronic circuit board having an optical waveguide, an electric circuit, an organic luminescent element on one substrate, which can be manufactured with high manufacturability. SOLUTION: In a photoelectronic hybrid substrate, an optical waveguide 4 consisting of a clad part 2 and a core part 3, a conductor layer 8 constituting the electric circuit, and an organic luminescent element with a light emitting end surface having a first electrode 6a, an organic luminescent layer 7a, and a second electrode 8a successively laminated thereon are formed on a substrate 1, and the conductor layer 8 is divided into parts 8a and 8b deposed on the substrate 1 or the optical waveguide 4 and a part 8c deposed on a dividing partition 9 by the dividing partition 9 formed on the upper surface of the substrate 1 or the optical waveguide 4, and a part of the part 8a deposed on the substrate 1 constitutes the second electrode 8a. A conventional method of separately manufacturing a luminescent element and mounting and fixing it on a substrate having an optical waveguide formed thereon is not adopted, and the optical waveguide 4, the electric circuit, and the organic luminescent element are collectively formed on the substrate 1 to easily manufacture the substrate including photoelectrons together, with a high manufacturability.
