<p><P>PROBLEM TO BE SOLVED: To provide a moving picture encoding method and a moving picture encoding device capable of encoding a moving picture at high speed and with high quality. <P>SOLUTION: The moving picture encoding device has first and second calculators and a search range determination section, and performs motion compensation predictive encoding to the moving picture. The first calculator calculates the total value of a movement vector for indicating the size of a movement vector obtained based on first and second image data. The second calculator calculates the total value of an error for indicating the error between third image data obtained based on the movement vector and the first image data, and the second image data.
