<P>PROBLEM TO BE SOLVED: To prevent deterioration in system capacity, to improve the system throughput, and to reduce power consumption of transmitting/receiving device. <P>SOLUTION: A transmission path determining unit 131 is designed to determine the state of transmission path in all the region of the frequency band used of a received multi-carrier signal, based on transmission path estimating information, such as channel estimation value calculated in a transmission path estimating unit 126, and to determine the frequency region having proper state in transmission path from among the frequency bands used of the OFDM. More specifically, each of the frequency bands used is divided into a plurality of frequency bands (sub-bands), each being composed of a predetermined smaller frequency width, and the transmission path determining unit 131 is designed to determine the frequency region having a proper state in transmission path by selecting a sub-band having proper state for transmission path.
