PROBLEM TO BE SOLVED: To ventilate under the floor and to easily and firmly mount a foundation parting member. SOLUTION: A sill hardware 3 is provided with a fixed horizontal piece 4; a vertical piece 5 projecting upward from the fixed horizontal piece 4; an external wall panel support part 6 provided at the upper part of the vertical piece 5; an upper fixing part 45 provided at the upper part of the vertical piece 5; and a lower fixing part 7 provided at the fixed horizontal piece 4. Air holes 11 are bored in the vertical piece 5. An upper part and a lower part of the foundation parting member 19 are provided with an upper fixing part 20 and a lower fixing part 21 respectively. Vent holes 35 are bored in a portion between the upper fixing part 20 and the lower fixing part 21 of the foundation parting member 19. The fixed horizontal piece 4 is placed on the foundation 1. The lower end of the external wall panel 2 is supported by the external wall panel support part 6. The upper fixing part 20 is locked to the lower fixing part 7 of the sill hardware 3. The lower fixing part 21 is locked to the lower fixing part 7 of the sill hardware 3. The outdoor space 43 is put in communication with an underfloor space 37 through the vent holes 35 of the foundation parting member 19 and the air holes 11 of the sill hardware 3.
