PROBLEM TO BE SOLVED: To provide an active matrix substrate and a manufacturing method thereof, in which the height of an active element from a transfer destination substrate surface can be controlled to make the active element and the transfer destination substrate approximately parallel even through an adhesive layer when transferring the active element. SOLUTION: The active matrix substrate is provided with a substrate 401, a plurality of adhesive layers provided on the substrate 401 with a practically uniform height, and a plurality of active elements 301 provided on respective adhesive layers, and each adhesive layer includes a height control member 402 and an adhesive 403.
