PROBLEM TO BE SOLVED: To provide a safe and quick cipher communication device and a cipher communication method between devices connected by a user access bus, such as a PCI bus. SOLUTION: Each device connected by the PCI bus, or the like comprises a random number generating means for generating a random number; a random number exchanging means for exchanging the random number with other devices; a session key generating means for generating a session key, by using a session key generation key shared with the random number and the random number acquired by the random number exchanging means; a cipher decoding means for encrypting and decrypting information by using the session key; and a means for canceling the session key for each session.
