PROBLEM TO BE SOLVED: To provide an information recording/reproducing device capable of continuing an operation while maintaining fixed recording or reproducing quality in accordance with the remaining power of a battery. SOLUTION: An information recording device SR for recording program information in a recording means is provided with a control means 1 for controlling the operation of the device, a voltage monitoring means 5, and a state recognizing means 1 for recognizing at least one of the recorded state of the program information and the recorded state of the recording means. The control means switches a mode to a low power consumption operation mode to reduce the power consumption of the device in recording the program information when the recorded state satisfies preset conditions and a power supply voltage drops below a preset first threshold.
