PROBLEM TO BE SOLVED: To appropriately set up the operation at the time of storing and using a cargo loading platform. SOLUTION: When a base part of the cargo loading platform 1 is positioned at the height of the floor surface of the loading platform and during the time before the cargo loading platform 1 changes the attitude from the vertical attitude to the horizontal attitude, the descending operation of the cargo loading platform 1 is regulated by a controller 19. When a horizontal diction sensor 15 detects that the cargo loading platform becomes in a horizontal attitude, the descending operation of the cargo loading platform is permitted by the controller 19. On the other hand, during the time before the base part of the cargo loading platform 1 ascends from the ground surface F to the height of the floor surface of the loading platform, the attitude change operation to the vertical attitude direction of the cargo loading platform 1 is regulated by the controller 19. When a height detection sensor 18 detects that the base part of the cargo loading platform 1 ascends at the height of the floor surface of the loading platform, the attitude change operation to the vertical attitude direction of the cargo loading platform 1 is permitted by the controller 19.
