PROBLEM TO BE SOLVED: To provide an optical information processing device which can use a multi-mode optical waveguide capable of reducing cost, having little wavelength dependency, being advantageous to reduction in size and power consumption, and functioning, for example, as a 1 x N channel optical switch, and to provide an optical wavegude device and an optical path change-over device which are suitably used for manufacturing the optical information processing device. SOLUTION: An optical waveguide layer 2 is provided with an optical incident path core 3 and optical outgoing path cores 4 to 8, and the optical incident path core 3 is provided with gaps 9 to 12 so as to be cut into pieces where a mirror is selectively taken in and out. On these, an optical path change-over device consisting of four mirror driving devices 40A to 40D is fixed so that the mirrors of respective mirror driving devices are located directly above the gaps 9 to 12, respectively. to form a 1 x N channel optical switch. In the mirror driving device 40, seesaw boards 43 on the surface of which coils 44 are formed are supported by support bars 42 so as to be turnable, and the mirrors 50 can be taken in and out of the gaps 9 to 12 by the presence or absence and the direction of electric current made to flow through the coils 44.
