PROBLEM TO BE SOLVED: To regulate an originator having received rejection of junk calls. SOLUTION: An incoming call rejection collecting apparatus 4 counts the number of times of incoming call rejection notification from incoming call receiver's apparatuses 3a, 3b, and records the number of times in an incoming call rejection list file. The apparatus 4 retrieves the incoming call rejection list file for every predetermined time, instructs a communication node 1 to suppress all the transmission from a specific originator apparatus when the number of times of incoming call rejection of the originator apparatus reaches a certain number N or more, and previously notifies the originator whose transmission should be suppressed that transmission is not permitted.
