PROBLEM TO BE SOLVED: To provide an execution method of a water retentive pavement capable of being manufactured without using a special manufacturing device, providing a water retentive material composition hardly generating capacity deterioration even if one year or more time elapses while using it for execution of pavement, efficiently absorbing rainwater even against collective rainfall for a short time, and forming a pavement provided with a road face cooling effect capable of preventing heat island phenomenon. SOLUTION: The water retentive material composition has such a size distribution that powder having a fine finer than 425μm is 60 mass% or more and the water retentive material composition has a feature that cement is added by 1-35 mass parts against 100 mass parts of a mixture composed of 70-99.95 mass% containing inorganic powder containing 50 mass% or more of the total amount of one side or both of SiO<SB>2</SB>and/or CaCO<SB>3</SB>and 0.05-30 mass% of blast furnace slag.
