PROBLEM TO BE SOLVED: To enable the management of the quality of drivers.

SOLUTION: A driver of a transport company A carries a driver's license 51 put in a license case 41 with an RF tag 42 storing fingerprint information and license information of the driver by an information input system 31. When the driver comes to a depository X for delivery service, a management system 21 detects the fingerprint of the driver (fingerprint information). The management system 21 also reads (receives) the fingerprint information of the driver stored in the RF tag 42, and determines whether the fingerprint information detected by itself is matched with the fingerprint information of the driver stored in the RF tag 42. This invention is applicable to, for example, an RFID system for transmitting and receiving information with an RF tag.
