<p><P>PROBLEM TO BE SOLVED: To improve coding efficiency by reducing a data amount at the time of coding. <P>SOLUTION: A moving image input means 1 receives input high-definition image data, and successively outputs the input image data as input image data on a frame-by-frame basis. An image separation means 2 separates the input image data from the means 1 into a plurality of standard image data y<SB>1</SB>-y<SB>4</SB>, based on the calculation using a predetermined image separation formula. Coding means 3-6 respectively encode the plurality of separated standard image data y<SB>1</SB>-y<SB>4</SB>. A code data multiplexing means 7 receives the respective code data being input from the means 3-6, and multiplexes the code data.
