PROBLEM TO BE SOLVED: To manage a packet communication network with taking account of the influence of the burst loss of packets on the user's bodily sensation quality to an application.

SOLUTION: The apparatus comprises a PESQ deterioration quantity calculator 13 for estimating the deterioration quantity of the user's bodily sensation quality evaluate (PESQ value) to an application due to the burst loss and a quality control target value calculator 17 for calculating a network quality control target value 40, based on the calculated deterioration quantity of the PESQ. The target value 40 is used for managing a packet communication network.
