PROBLEM TO BE SOLVED: To provide an ion generating discharge element and an ion generating method capable of generating positive and negative ions efficiently without producing a large amount of by-products such as ozone. SOLUTION: The ion generating discharge element comprises a dielectric 1, and electrode conductive parts 12, 13 constituting an upper electrode body 2 and a lower electrode body 3 as a pair of electrodes. The pair of electrode conductive parts 12, 13 are opposed to each other with the dielectric 1 disposed in between. The upper electrode body 2 and the lower electrode body 3 have stepped portions 16 and 17, respectively. The pair of the upper electrode body 2 and the lower electrode body 3 are arranged such that the stepped portion 16 of the upper electrode body 2 overlaps the lower electrode body 3 when the lower electrode body 3 is viewed from the upper electrode body 2.
