PROBLEM TO BE SOLVED: To provide a method for manufacturing a heat developable photosensitive material having good developability, little fog, a high maximum density and a good color tone of a silver image by using a silver halide emulsion comprising fine grains, having good dispersibility and free of aggregation or sedimentation in an organic silver salt, and to obtain such a heat developable photosensitive material. SOLUTION: In the method for manufacturing the heat developable photosensitive material comprising on a support a photosensitive silver halide emulsion, a reducing agent for silver ions, a binder and a non-photosensitive organic silver salt and having at least one image forming layer on the support, the photosensitive silver halide emulsion is formed by reacting a silver supply compound with a halogen supply compound in the presence of an amphiphilic polymer, and after the photosensitive silver halide emulsion is desalted so that an electric conductivity of≤500μs/cm is achieved when a concentration of the silver halide is adjusted to 10 mass%, the photosensitive silver halide emulsion is mixed with an organic solvent and applied on the support in combination with the above non-photosensitive organic silver salt, reducing agent for silver ions and binder.
