<P>PROBLEM TO BE SOLVED: To provide a printing image processing system for treating a document printed on a paper surface as an image, dividing the image into very small areas, and performing data management such as copy prohibition, etc., at every divided image. <P>SOLUTION: An IC tag 12 is embedded in an information storage printing paper sheet 2. Each virtual division image 14 on the information storage printing image includes at least one IC tag 12. The IC tag 12 stores output prohibition information of the virtual division image 14. An output prohibition information writing device 3 designates the area for prohibiting the output of the image. An image reading device 4 with a copy restricting function picks up the image printed on the information storage printing paper sheet 2, reads output prohibition information, and outputs restriction image data and the output prohibition information.
