NETWORK QUALITY STABILIZING APPARATUS FOR VIDEO STREAMING TRANSMISSION

PROBLEM TO BE SOLVED: To provide a network quality stabilizing apparatus for video streaming transmission which can suppress increase in system scale in establishing a system for distributing to a plurality of terminals of multiple points, in addition to the case of minimizing a load on a CPU to be used for band limitation as much as possible and performing point-to-point communication.

SOLUTION: A transmission packet of test is transmitted and received in a network status detector 3, and band information for narrowing a band to prevent a reception error. A band control unit 4 controls the operation of a filter executer 5 in accordance with the band information. The executer 5 discards packets of a B picture and a P picture according to the band information, and converts into a transmission rate conforming to a narrow band network. The conversion of transmission rate can also be adaptively performed during transmission of a video stream.
