<p><P>PROBLEM TO BE SOLVED: To elicit a community which is potentially formed through exchange of electronic mails, for providing services to the community. <P>SOLUTION: A mail monitoring part 152 extracts a packet of the electronic mail flowing a LAN100, and acquires the electronic mail which has been transferred from among them, for accumulating the information on transfer. An analyzer 154 acquires such network connecting users as electronic mails are frequently transferred based on the information on mail transfer accumulated by the mail monitoring part 152, which is decided to be one community. A service registration part 156 generates a web page for exchanging information for the acquired community and registers it on a web server 130.
