PROBLEM TO BE SOLVED: To provide a three-dimensional model generation device capable of reducing development processing and arithmetic processing by simplifying pattern data to be preliminarily input to reduce the data quantity. SOLUTION: This device for generating a three-dimensional model of facility equipment or a structure on an arrangement space on the basis of attribute information defining the facility equipment or structure comprises a storage part 15 for storing a unique design rule for piping design or layout design, and a development processing part 16 for developing the attribute information defining the facility equipment or structure into the three-dimensional model by use of the design rule stored in the storage part 15.
