PROBLEM TO BE SOLVED: To prepare a non-washing-away type hair cosmetic which has a hair-restoring / hair-growing effect, essentially modifies hair, improves the gloss and collectability of hair, can give an effect sense in a period until exhibiting the hair-restoring / hair-growing effects, and gives a sense of touch. SOLUTION: This non-washing-away type hair cosmetic comprises the following components (A), (B) and (C), and has a pH 2 to 5 at 25°C, when diluted with water into an amount of 20 weight times. (A) A 2 to 8C organic dicarboxylic acid or its salt. (B) An organic solvent selected from the group consisting of aromatic alcohols, N-alkylpyrrolidones, alkylene carbonates, polypropylene glycol, lactones, and cyclic ketones, and has a Clog P of -2 to 3.
