<P>PROBLEM TO BE SOLVED: To provide a flexible printed wiring substrate which is constituted not to cause electrostatic defect of a connected electric component by taking measures against static electricity. <P>SOLUTION: The substrate has a base layer 1 consisting of an insulator; and a first wiring layer 2, a dielectric layer 3, and a counter electrode layer 5 formed on the base layer. A protection circuit consisting of a thin film capacity element is formed of the first wiring layer, the dielectric layer, and the counter electrode layer. At least a part of the first wiring layer and the counter electrode layer is connection terminals 2a, 3a.
