PROBLEM TO BE SOLVED: To enable the operation of a motor for driving an agitation member within a toner storage container in a developing device in a stationary state (at stationary output) in the earliest possible time while preventing the occurrence of a step out and heat generation at the start of operation (agitation) when a load is liable to be increased by toner aggregation.

SOLUTION: The driving conditions of the motor 30 are so switched that the output torque (rotating speed) of the motor 30 attains the torque (lower speed) higher than the output torque (rotating speed) in a stationary period (a processing period of S 6 and S 7) thereafter in the initial period (a processing period of S 3 and S 4) before the detection (S 4) of the rotation for one pitch component that results in the passage of agitation blades 22a to 22d formed at the agitation member 22 after the start of rotation of the agitation member 22 through the entire agitation region [the entire periphery (360°) region] by the agitation member 22.
