PROBLEM TO BE SOLVED: To use by-product fine powder as a filler, which can constantly satisfy a reference value of the exfoliation resistance or the like of asphalt against aggregate.

A specific surface area of the by-product fine powder is prepared to 5,000-10,000 cm2/g.
