PROBLEM TO BE SOLVED: To provide a method of easily and surely treating organic halide substances and heavy metals in solid wastes and wastes for reclaiming in a waste reclaiming disposal site where the solid wastes are dumped for reclaiming, by solving such a problem that there is a fear of elution of organic halide and heavy metals from a waste reclaiming disposal site where the solid wastes such as fly ash are dumped for reclaiming and causing an environmental pollution, because there is a fear of inclusion of the harmful organic halide such as dioxins and heavy metals in the solid waste such as the fly ash and main ash discharged from a waste incineration plant or the like. SOLUTION: In this solid waste disposal method, a compound selected from the group consisting of phosphorous acids and hypophosphorous acids, and a sulfur compound are added to the solid waste to treat it by heating. In the method of regenerating the waste reclaiming disposal site, the waste in the reclaimed land is dug where the land has been reclaimed with the solid waste, and to the dug waste, the compound selected from the group consisting of the phosphorous acids and hypophosphorous acids, and the sulfur compound are added and treated by heating.
