PROBLEM TO BE SOLVED: To obtain a chlorinated polyolefin-based binder resin composition used for a primer and coating materials by improving the preservation stability of the chlorinated polyolefins, further adhering property with a polyolefin and solvent resistance, especially gasohol resistance. SOLUTION: This chlorinated polyolefin-based binder resin composition having the good solvent resistance is provided by mixing (a) 100 pts.wt. chlorinated and acid-modified polyolefin obtained by chlorinating a polyolefin obtained by graft-polymerizing a polyolefin with 0.1 to 10 wt.%α,β-unsaturated carboxylic acid and/or its derivative, within 10 to 20 wt.% range chlorine content ratio with (b) 5 to 50 pts.wt. chlorinated polyolefin or chlorinated and acid modified polyolefin obtained by chlorinating a polyolefin obtained by graft-polymerizing a polyolefin with 0 to 10 wt.%α,β-unsaturated carboxylic acid and/or its derivative, within 20 to 45 wt.% range chlorine content ratio.
