PROBLEM TO BE SOLVED: To provide an inexpensive hydrogenation catalyst precursor for enhancing the performance of a hydrogenation catalyst. SOLUTION: A method for manufacturing the hydrogenation catalyst precursor containing tungsten and nickel comprises the steps of impregnating a carrier containing≥60 mass% compound oxide component with an impregnating liquid containing EDTA and drying the impregnated carrier at 80-220°C. An electronic spectrum of the obtained hydrogenation catalyst precursor has adsorption maximum peaks at 980-1,030 nm and 580-620 nm. The hydrogenation catalyst is produced by sulfurizing the hydrogenation catalyst precursor and the hydrogenation catalyst is brought into contact with raw hydrocarbon oil in the presence of hydrogen, so that purified hydrocarbon oil is produced, namely, low-sulfur light oil of≤10 mass ppm sulfur content is obtained.
