<p><P>PROBLEM TO BE SOLVED: To prevent rupture of the cuff to be used for fingers or toes utilizing an air bag of which the maximum capacity is changeable. <P>SOLUTION: When the pressure is being applied to the air bag, internal pressure of the air bag is repeatedly measured (S103), and the amount of internal pressure change in the air bag is detected (S109).
