PROBLEM TO BE SOLVED: To provide a cleaning device whose ability to remove toner from a roller member and ability to remove toner from a cleaning roller are improved by removing the toner from the cleaning roller by the use of a toner removal member that vibrates in the part where the blade member is brought into contact with the cleaning roller, and to provide a process cartridge, and an image forming apparatus that has the cleaning device or process cartridge. SOLUTION: The cleaning device 16 includes: the blade member 1c; the cleaning roller 2 disposed downstream of the cleaning blade 6 in the rotating direction of an image carrier 11; and the toner removal member 1 for removing toner from the cleaning roller 2. In the cleaning device 16, the toner removal member 1 has: a blade member 1c which abuts on the cleaning roller 2; a vibrating member 1a to which the blade member 1c is attached; and an exciting means 1b attached to the vibrating member 1a.
