PROBLEM TO BE SOLVED: To provide an electro-optic device that can prevent electric short-circuiting between a plurality of wirings and corrosion of wirings, and manufacturing method thereof. SOLUTION: The electro-optic device 100 has a pair of base materials 120 and 140 disposed so that they face each other through a sealing material 162, and an electro-optic material 167 held in a space enclosed by the pair of base materials and the sealing material. The device comprises a plurality of wirings 122 which are formed on an inner surface of at least one base material 120 of the pair of the base materials and extend across the sealing material 162, and an insulation layer 126 which is disposed between the sealing material 162 and the wirings 122.
