PROBLEM TO BE SOLVED: To solve the problem that conventional production methods cannot produce a substance having properties clearing the following requirements: heat resistance, air tightness, low-melting properties, having softening points lower than room temperature, and transparency. SOLUTION: In the subject production method, raw materials containing a metal alkoxide, water, hydrochloric acid or acetic acid and alcohol undergo the mixing step, the thermal reaction step and the maturation step to produce an organic-inorganic hybrid vitreous material in which one or both of D units and T<SP>3</SP>units or T<SP>2</SP>units and T<SP>1</SP>units are contained. In this product, the ratio of D units to (D units+T<SP>3</SP>units+T<SP>2</SP>units+T<SP>1</SP>units) is 0.05 to 0.50 and the metal alkoxide comprises an alkoxy silane substituted with an organic substituent.
