PROBLEM TO BE SOLVED: To provide a safety operation support system and a safety operation support method capable of allowing a driver to grasp a situation in which the distance from a moving body is relatively long even when the moving body runs at the maximum speed or the speed close thereto, and allowing the moving body to safely run without much deceleration. SOLUTION: The safety operation support system comprises a camera unit 11 which is installed in a vicinity of a rail of a train and picks up an image of a rail or in a vicinity of the rail to output a dynamic image, a radio base station 12 to transmit the dynamic image to a running train, and a train mounting device 3 which is mounted on the train to display the transmitted dynamic image on a monitor 25 according to the movement of the train.
