In the system, the mobile station ( 3 ) comprises an selecting unit ( 3 - 2 ) for selecting at least one of receiving capability or receiving quality, and a transmitting unit ( 3 - 1 ) for transmitting the selected information. The radio controller ( 1 ) comprises a receiving unit ( 1 - 1 ) for receiving from the mobile station at least one of the receiving capability or reception quality, and a transmission timing controller ( 1 - 2 ) for controlling transmission timing based on the received information from the mobile station.
