There is disclosed a technique capable of obtaining various merits of VLAN such as low cost, simple configuration, and high-speed communication, freely selecting an ISP of the connection destination for each subscriber terminal, surely performing communication between the subscriber terminal and the ISP, and coping with the Nomadik connection. According to the technique, an access network (3) enabling ISP connection for the subscriber terminal (1) to access a predetermined network such as the Internet is formed by an ISP side terminal device (6), a subscriber station device (7), and a subscriber side terminal device (9). Transfer of the layer 2 level using a VLAN tag is enabled between the ISP side terminal device and the subscriber station device (first network (4)), and between the subscriber station device and the subscriber side terminal device (second network (5)). A frame header including a VLAN tag added upon transmission via the second network is added to the frame transmitted via the first network.
