A waste paper fibrous material utilization system and waste paper disintegration apparatus whereby not only can information leakage be prevented but also generation of waste liquid can be avoided while reducing the cost for waste paper disintegration. In waste paper disintegration apparatus (13), waste paper (11-1) together with 60 to 100 %, based on the weight thereof, of water is charged in tank (13-5) wherein rotary blade device (13-7) having multiple blades is rotated so as to disintegrate the waste paper (11-1). The fibrous material (11-2) resulting from the disintegration is transported to paper mill (15) or recycling product plant (16) where recycling products, such as regenerated paper, containers, decorative objects, horticultural soil, railway sleepers, heat insulating materials, incombustible materials, culture medium for plants, cushions, waste liquid filters, smoke filters and oil adsorbents, are produced. |
