The device has a cutting blade in the form of pruning knife (1). The cutting blade moves from top to bottom for penetrating a branch to be cut from above such that lips of a notch enlarges themselves, under the weight of the branch to facilitate penetration of the pruning knife. A pulley block (3) is fixed at the end of the knife to permit winding of a cord.
