There are provided a device and a method for effectively creating a MAC list as an access control list without causing a load on a user. A registration processing request packet for the MAC list is automatically transmitted by a trigger when a client device connected to a network is turned ON or when a predetermined application such as a service execution application using a home network is started. According to the empty slot condition in the MAC list, a server acquires information such as a MAC address from the reception packet and executes registration processing. With this configuration, it is possible to easily and reliably create a MAC list as an access control list without causing a load on a user.
