PROBLEM TO BE SOLVED: To quickly bring a fuel economy characteristic to a best condition, regardless of individual difference or aging effect of an internal combustion engine, in a control device for an internal combustion engine. SOLUTION: Relation between a valve opening phase VT of an intake valve and an intake air amount Ga at a plurality of measure points, while an intake air amount control (a speed feedback control) for making an engine speed to be a target speed, and a fuel injection amount control (an air-fuel ratio feedback control) for making an air-fuel ratio to be a target air-fuel ratio are performed at the same time. An approximate expression for approximating the relation between the VT and Ga is set, based on the acquired measurement data.
