PROBLEM TO BE SOLVED: To enable to keep an engine generate arbitrary output under a condition that a finger operating a throttle lever is taken off from the throttle lever, to immediately return engine speed to idling in case of emergency and to increase engine output during load work. SOLUTION: The throttle lever 4 is provided with an operating part 4a arranged outside of a case and operating another end of Bowden wire is rotatably supported. A safety lever 5 having an operating part 5a facing outside of the case formed thereon and having an engagement claw 11 locking the throttle lever 4 at a non-operation position during normal operation is rotatably arranged. Locking means 13, 14 engaging the throttle lever 4 to prevent the same from returning from an operation position maintaining the engine at a predetermined rotation speed in a direction to the non-operation position when a safety lever 5 is operated to the operation position are formed between the throttle lever 4 and the safety lever 5.
